That's because you did not understand the principle: When the buds just begin to open is the time. This is from middle of April until middle of June depending on microclimate, altitude etc.. And again from middle of August to middle of September. So ther is ONE WEEK when you can collect an individual mugo. You have to be there in that week of not collect at all.
